New Foster Parent Training Requirements

This page will help you complete the steps required to begin the foster parent licensing process. Please follow each step below carefully.

Step 1:
Submit the Foster Parent Interest Form

If you have not already completed the Foster Parent Interest Form, please start there. This lets our Licensing Team know you are ready to begin.

All foster parents and all other household members age 18 or older must complete fingerprinting.

Step 2:
Complete Fingerprinting

You must complete a health form as part of the licensing process.

What to do:

  1. Print the health form.

  2. Fill out and sign Part A.

  3. Schedule an appointment with your physician.

  4. Ask your physician to complete Part B.

  5. Send the completed form to: licensing@apexfamily.org

Complete the Health Form

Complete the DHHS Self-Assessment

You must complete the DHHS self-assessment before attending the New Foster Parent Training class.

What to do:

  1. Log in to the NTDC training site.

  2. Complete the required self-assessment.

  3. Upload your certificate to Apex.

Important: You will not be allowed to attend the New Foster Parent Training class until we receive this certificate.


As part of the Initial Application stage, you will complete your licensing documentation in Binti (our online application system). If you’re unsure what this is yet, don’t worry—our team will guide you and make sure you know how to access it when you reach this step.

Once logged in, you will complete and electronically sign all required forms and enter your references. Binti will automatically send the reference form to the individuals you list.

You may complete some of these requirements while attending foster parent classes. However, we strongly encourage you to finish them as early as possible to help the process move more smoothly.

Please note: You cannot move forward to the Home Study Interview stage until all prerequisites and required documentation are completed.

Step 5: Complete Required Trainings

Please complete only the required trainings listed below. Trainings completed outside of these requirements before full licensure will not be counted toward your licensing or renewal requirements

All new foster parents are required to complete the NTDC (National Training & Development Curriculum) training series as part of the licensing process. Trainings are offered both in person and virtually through Apex, and your Licensing Specialist will register you for the appropriate sessions.

Families are also required to complete a home study interview. This process helps us learn more about your household, parenting approach, support system, and placement preferences while ensuring licensing requirements are met.

Once you receive your foster parent license, you will have ongoing annual training requirements to maintain your license.
